Behavioral Health Plan
In November of 2002 George W Bush signed into law the New Freedom Commission on Mental Health. This appropriations act spent $20 million Dollars on state Grants to implement the recommendations of this commission. One of the recommendations (view report) coming from the New Freedom in Mental Health Commission will involve mental health screening for adults and children as young as preschool age in primary care health settings, schools, and correctional facilities~~ Basically anywhere people interact with government or Medicine. The state of Indiana took this plan even farther. The Indiana Children's Social Emotional and Behavior Mental Health plan states that in the 2005 legislative session, Indiana’s elected officials saw the need for a comprehensive children's mental health plan and passed Senate Enrolled Act 529, which includes a chapter regarding children's mental health services. The legislation calls for the State of Indiana (with the Indiana Department of Education as the lead agency) to complete three tasks:
1) Develop a Children's Social, Emotional, and Behavioral Health Plan, containing short-term and long-term recommendations to provide comprehensive, coordinated mental health prevention, early intervention, and treatment services for children from birth (0) through age 22;
2) Adopt joint rules under IC 4-22-2, concerning the children's social, emotional, and behavioral health plan; and
3) Conduct hearings on the implementation of the plan before adopting joint rules under this chapter. (Indiana Childrens Social Emotional Behavior Health Plan)
This behavior plan was inserted during a second reading amendment that passed the House with only one NO. (SEA 529) The Legislators did not know what they were voting for. After this was exposed, concerns went up all around the state. Representative Jackie Walorski took the lead, and was able to get nearly 11,000 signatures to take to Speaker Bosma in one month. This plan is very dangerous for our families. Not only is this plan dangerous, it is preceded by the Sunny Start Program. This program states that ALL Indiana Children will be given a Medical Home, and all children will be screened for social emotional developmental status. (see link below) All 3 of these plans working together... we have a problem. The Government wants our children. If they can't get them in the hospital, the childcare facilities will get them, if somehow they miss them, they will be screened by the school system.
